Authorities involved in traffic control
In Norway several actors can direct traffic or carry out checks to maintain order, safety and flow:

Hand signal: arm raised
When traffic must be guided past obstacles or where there are no lights, hand signals are used. The most common is arm raised (amber signal) by police or construction personnel:
